So, I'm using a Q10 STL-3 on Vip Mobile Serbia and my wife, since yesterday, has her Z10 STL-2 and its with Telenor Serbia. I could swear she had an update available message this morning, before I left for work, but since then, we were not able to get it back. Therefore , she's on the same OS to which her phone was updated yesterday: 10.1.0.4181. I've then decided to put my SIM to her device thinking if VIP already pushed an update to my Q10 once, it will certainly do it again for Z10. And behold - nothing. Reboots, battery puls. Looking for update with and without SIM... it just won't show Who pushes out updates? Seems not the carrier, but Blackberry themselves?

It's supposed to be carrier based and also phone's origin based. In the past, people (i.e. US residents ) have been able to pull down OSes using Canadian/European SIMs, and very recently, there have been a few threads where people have been pulling down 10.2 on unlocked phones. I'm not sure why your SIM swap didn't work.

Well, my Q10 was bought at full retail price from Serbian Telenor (680 euros it was if I remember right) and is used on Vip Mobile, my wife's Z10 was bought in neighbouring Hungary (50% less price than here - only 230 euros brand new!) and is used with Serbian Telenor. Both, clearly, unlocked. Odd.. if she doesn't get it OTA in next day or two, Sachesi tool will come handy.

It is my understanding all of the updates come from BlackBerry servers, they check what SIM you have and give you the latest approved version for your carrier.

I'm on ATT In Ft.Lauderdale, FL N I did a check for updates yesterday n got the notice for 10.2 official.... i got another notice about it today as well without doing anything. I'm already running an older 10.2 Leak.... my device is factory unlocked and unbranded if that makes a difference
