Probably because Google doesn't care about making money from the Android OS, but rather making money from advertising. And since iOS represents a significant percentage of smartphones.. having the ability to advertise to that large market share makes sense.

Bigger user base - more spying on users - more targeted ads - more money

They make money primarily off their services (ads). As the iOS user base is large enough, it warrants the time, effort and $ spent on developing and supporting the platform, because they will easily profit from the resulting service revenue. You have to remember that android is simply a delivery vehicle for their revenue generating services. If they can turn iOS into one too, then why not?
It's also to keep iOS users from "looking elsewhere" for search, mapping, etc.
