I have spent some time emailing with the TunnelBear engineering people. I now understand that the issue is not so much TunnelBear's as Blackberry's. There is a driver missing within Blackberry's locked code that makes it so that TunnelBear will not work. A suggestion might be to campaign Blackberry to add the applicable driver to their code in the next update. BTW I have translated the apk to a bar file and side-loaded it to BB10. It opens just fine but of course it will not quite work; but I await the BB driver.

you can use witopia's vpn service instead of tunnelbear. it was 5.99 USD per month. there's a setup page for blackberry on their website, and it's quite easy to work it out. the service is quite safe also.
