Yes Snapseed is available in SNAP.
Download the SNAP bar, sideload to your device and as long as you have 10.2.1 you will be able to install apps from Google Play.
You can but it's not an official app for BBRY.
If you have the time to go through the ringer to get the app, use the method Jaydee posted.

Sideloading snap takes about three minutes.
And from then on you can add any Android app to your phone. I would hardly call that the "ringer".
