I used to have one called Audio Cutter, worked for me.
thanks - just tried it...when I open an MP3, it can't even play it -.-

I don't remember how to run it anymore, but I remember that it was somewhat clumsy and/or complicated.
It worked for me but hey, I don't cut MP3's for a living either. ;)
I linked a js library in the developer section. It's called Howler js. It's a good data stucture, very fast. Library lets you define sprites from an mp3 to play just that portion. So no slicing is done to the file it just abstracts the contolls and timing. Supports spatial audio as well.
