    Some more details could help to solve you problem. But here is my blind guess:
    Do you have any personalization apps like Hub++, Watcher, Powertools, BeBuzz, ColorID or similar installed? they often have predefined profiles for LED Notifications

    Are you referring to the LED indicator? If so, then you might be low on battery.

    Or did you mean the screen during a BBM video call? Maybe your camera or the other person's camera is malfunctioning?

    ok. now we have an idea of what your problem is.

    looks like a camera problem. may it could be solved by reinstalling the OS, if not and it is defect hardware you have to contact your carrier / shop where you bought it and try to get a new phone or yours repaired.
