    Sorry about that
The option is within the actual phone app itself
Phone app > swipe down from top > settings > call forwarding
So I would have to turn off my call forwarding? Meaning not send them to voicemail? I'm not sure what this would do to my calls that I do want sent to voicemail?

No.. have you even looked at the setting screen?

On my call forwarding setting there is options for
Forward all calls (which is off)
There is also options for If busy, if no reply, if not reachable, which are the settings that determine under what circumstances are calls 'forwarded' (in this case, the default number saved there is your voicemail inbox #)

    If busy = declined call

    ----
You only need to turn off "if busy" if you want declined/blocked calls to be dropped instantly instead of being sent to voicemail.
    ----
The other 2 I'm not 100 sure about, but I think:
If no reply = if you don't answer phone
If not reachable = if phone off or out of service

Test it. I don't have another phoebe near me, so I cant test it.

Turn off "if busy" forwarding, then call yourself from another phone and decline the call. It should NOT go to voicemail.

Call again and let it ring, it should go to voicemail (no reply toggle ON)

Turn radio off and call again, it should go to voicemail (not reachable toggle ON)

Don't want to share my phone number so I didn't wait for the screen to load

You have all those options? It's possible that it's carrier dependent

Yes, I do have those options, but when I check the "Forward if Busy" switch to off it just goes back to on again. Looks like a bug in the OS? Thanks so much for the help!

It should have worked, but it wouldn't let me save any of the changes I made. I will probably download the newer hybrid 10.3 and see if that helps. Again, Thanks so much for the help.
