On BlackBerry world there is an app called Mireo Don't Panic. It uses online maps. It is free to download and you buy the maps. Prior to buying the maps, there is a seven day trial to ensure it works for you.

Mireo is the only offline GPS for the BB10 phones. I think it uses TomTom maps. It is an excellent program.

There are some programs that will cache the online map data, but if you get off course or need new routing directions, they need an internet connection.

Mireo is ok. The address search fails miserably here in North America. They don't seem to want to fix it.

Some have had luck getting Navigon working. It's a real GPS similar to Garmin, Magellan etc but a bit pricey at $50

Sygic gps navigation. Works like a charm. Get the android app and sideload it. You get worldwide offline maps with speed camera alerts.

Navfree has free maps, once you download yours it works when not online. We did a trip yesterday with it...data turned off.

I use both Navfree and Magellan Compass.
The former is faster and easier to use and has better UI, IMHO. While the latter is a bit more complex and slower, but it's more versatile as you can create your own maps, selecting areas you need.

Just curious, it seems to use TomTom maps. How can that be FREE?

Edited to add: aha, you purchase the maps through in-app purchases after a trial period
