Is there any good photo editor that can draw coloured boxes on parts of an image and blur parts of an image? The inbuilt one is too basic.

I have yet to find one that will blur a certain part selected within a picture.

Just found out that Effetica can do this.
But still searching for an app that can draw coloured boxes. Would be nice if it had a colour picker too to choose the colour of the box from the image.

I am using Snapseed - an android app. It does this and HDR.

This said I just loaded the Effetia demo. This looks comparable. Did not see HDR which I find useful - however maybe it's there and I just did not look hard enough.

In Effetica you can blur inside or outside the selected area (rectangular or elliptical). As for colored boxes, I found a workaround for now, use text tool but instead of text enter spaces and new lines. Text box has background color and transparency. It's not exactly the same but may somehow approximate the result you want

Unfortunately HDR is not part of Effetica at this moment. You may ask developer if it's on his roadmap in Effetica's official thread (in Application announcements section)

Just laid down for Effetica. Definitely more useful for improving images than the stock image editor (ie superior auto-level function, image levelling and the addition of a color balance option). While I still plan to run my best shots through GIMP on a calibrated monitor, most everyday stuff to be shared should suffice with Effetica.

It seems that you can not blur parts of an image with a photo editor, at least right now.

Hmm, yes you can do this with Effetica, and not just blur
