Promo codes come up occasionally when the app's developer decides to be generous and off a limited number of free copies or even free copies for a day or two or more. But it is random. Some are posted in this forum on the App Announcement subforum.
Also, there are already apps/games in Blackberry World and in the Amazon store that are already free.
