Bought the app immediately! It also has daily quota reporting which I badly needed (due to Fair Use Policy). Question though, I turned off History and then played a youtube video over cellular. The usage didn't register? O_o

You don't. Just disable them. It's just an app for monitoring data.

I have just why the app reqest, access to location and text messages? The app shouldn't request if it doesn't need.

Run in Background:

required if you have enabled the roaming option, if not disable
Notifications Control:
required for instant preview notifications
Phone & Text Message:
will be used in the coming version that adds phone call and sms tracking. you can disable it for now.
Shared files:
will be used in the coming version that adds backup and restore utilities, you can disable it for now

I am also facing the issue where you have to enable usage history for the app to work at all.
I have restarted and reinstalled, all permissions granted. Z30STA100-5/10.2.1.2141.

I tried it and found it restricted data period to actual month. My subscription runs from the 3rd to 2nd day each month. Next problem is there is no way to adjust for differences in data used from what the app shows and actual use after checking with my service provider.
