I can't find any application can turn off (lock) the screen for BB10. I've tried many Android apps but that's impossible.

If you push the button at the top of your phone, your keyboard is locked.
If you put in a password for your device, it will lock as soon as the time out expires. What kind of lock are you speaking of?
Lock screen? Do you mean screen sleep?
Check the screen timeout on your Settings

I don't think devs have access to api's to develop ways to lock the device, only to prolong the time till it locks

What I'd like is to prevent my phone from locking depending on location or connection with specific network. Is there an app that can do this?
Should be possible if they just prolong the locking.
