    I like Effetica, but it has only been introduced for about 2 months and it doesn't currently have that function.
    However, the developer plans on releasing an update to include it. Hopefully sooner than later.
    BlackBerry World - Effetica - photo editor
    Photo Editor Extreme can currently add text; however, it is not "Built For BlackBerry" as per your requirements.
    But it does seem to be on sale for a dollar ATM.
