Try this link from your PC and you can check available devices & countries.
It might be your location that's the issue, not device.
Please post your findings.

Only available on Z10.
Otherwise available for all carriers & countries.

You should contact Waze and ask them for an update that supports Q10 / Q5 models.

Hopefully they update it soon with a10 support. I have it installed on my z but since I am on a Verizon 10.0 build it gets no data connection when I leave wifi bringing down the usefulness of the app

I it is for whatever reason only available on the Z10 in app world, but I know others have side loaded it to the Q10. Not sure why you are having trouble..
