Disregard. For those that are interested, I figured out how to do this natively.
If you go to call forwarding in the phone settings, and change the number for the 'forward If busy' option, when you decline a call using the slider it will forward the call to the other number.
If you let the call ring until it goes to voicemail, it will go to your regular vm inbox.

I don't see that setting on my Verizon z10.
I'm on Telus in Canada, perhaps it is also network dependent
