I believe it depends on the developer. Contact them and ask why so.

The behavior is not normal, if it applies to all the apps you bought.
In some cases, it is possible that vendors have created a separate app for Z30 devices, with the same name (instead of using the same release for Z10 and Z30, or creating a different release fo Z30 within the same app), so your Z30 phone would see it as a different app.
These cases must be very rare and cannot explain your problem.

I have a Q10 and Z30 using the same id. I have the same paid apps across devices. Only had to pay the one time.
Z30, Q10, Z10, iP5, SGS3
Y'all were right. Turns out I have 2 different BlackBerry IDs and forgot about it. Made sure they were the same, no problems on the Z30. All apps available. Big "Derp!" by me. Carry on.. .
