In light of the recent SnapChat news, I was trying to think if there are any companies that freely encourage developers to use their APIs and even charge money for the app, which talented devs like Nemory can use to both improve the BB10 platform and make some personal profit, while avoiding all these messy legal issues.

One that comes to mind is Car2Go. There's an app in BBW but it's $5 and it's only so-so. Their API is on their website. If Nem or someone else could make an awesome navite app and charge $2 or $3 it'd be tidy profit.

Projects like this would be a win-win for users and developers. Any other ones out there?

Well Telegram do, but we do already have a client for that, Dump Your Photo service also has an API, https://github.com/DumpYourPhoto/API-Documentation

    I dunno, Pastebin? Imgur?

I'd love an EVE Online API client, there's a handful for Android already, but something native.

Twitter is another one. 3rd party clients on IOS/Android for years as long a devs follow the guidelines of the API they are fine.

Seems to be a long list here but it's a bit hard to navigate: PublicAPIs | Directory of public APIs for web and mobile
