It's like in professional sports, you can't fire the players but you can fire the manager!
Allegedly, Chen said at a recent company meeting "Things are going to get worse before they get better," and that, "Not all of you will be here"

Chris Wormald has been more involved in strategic planning and making deals with other companies to use or buy their services or to sell services BlackBerry has. He was big in getting BlackBerry to buy Doc to Go and QNX. Don't think he had much to do with BB10 or hardware at all. So
It's about top level execs leaving.
It's a changing of the guard.
Using my baseball analogy, the manager is usually not responsible for a horrendous season, yet he's the one who goes.
Or, you can go the other way; managers should be to blame for poor performance of staff as they obviously haven't sorted the talent order in the departments they are responsible for.
If you can't manage your teams and bring the goods to the table, then you shouldn't be anywhere near the table in the first place.

Good workers should be happy to replace crappy colleagues.
