I own an IPAQ rx5910 which comes with a mini usb car charger @ 1amp while I noticed on the Curve home charger it says 700mamp, is it safe to say that I can use the HP charger on the Curve?

I would assume that if you attempted to plug it in and it registered that it was charging that it would work. It might act like more of a rapid charger(charge it up faster). But over time that would cause the battery to lose its charge faster so it moderation I wouldn't see as long as the phones shows its charging icon that it would hurt... As long as that wasn't the only way you chose to charge your phone.

A wise move. Over amping a battery leads to overheating which leads to shortened battery life and bad charging of the battery. If your battery was low and need to give some additional life until you could charge it with your regular charge you would probably be okay.
