Should go without saying, as with other app dev's, why would BlackBerry spend the time and money on a Mobile OS that is dying?

Because BlackBerry is dying as well?

Windows 10 is more alive than BB OS 10.

BBM on my L830 was working until I updated to the last Win preview ( Redstone) that will be released next month.

They are putting as much time and resources as their is market share. As a mobile OS, BB10 is clinically dead and W10 is on DNR.

BBM is no longer available from the Store if you're on Windows 10 Mobile. It is still available, and works, on Windows Phone 8/8.1.
