Type "oobe://" into your browser, it should start initial setup.

Just a warning. Do not try this if you are running 10.3.0+ and have already completed setup. It is impossible to complete the second time and will render your device fairly useless until you wipe (which means loss of data).

I loaded by Autoloader 10.3.1.938 on my STL100-1 and the firstlaunch app didn't run. Tried the oobe:// trick which ran firstlaunch but link and Sachesi both reported it needed to be completed.

    Security Wipe didn't fix it.
    Reload os didn't fix it.

Ended up loading the last leak and upgrading before loading data.

    That was my experience.

i got this over the official blackberry support community forum :

Well, looks like there is way to get around this issue without resetting the device.

    This is what I did:

    1. Restart your device and it will send a notification to complete setup.
    2. Do nothing abt the setup! Just leave it thr and use your device normally.
    3. After few hours it will send a popup message to complete setup. Choose 'Snooze' and dont complete the setup.
    4. After few more hours, it will keep on reminding you, just keep snoozing.
    5. Finally, after a day(or maybe two), it will display a message to restart device to complete setup. There will not be any other option so just restart the device.
    6. Upon restart, the device opens up the setup app. This time complete the setup. And, you'll be done with the setup thing forever.

Thats it ! restart again and you will not get any setup notification. Connect to BB link and you're set.

    Hope it helps!
    Thanks!
