So I looked at the Verizon OS:

    Quite impossible. Shenanigans.

Unless it never installed, in which case, get on that.
It's not impossible. Under a certain set of conditions, the blocklist can be ignored and an older OS can be booted. I think it happens if the OS fails to start up 5-10 times and there happens to be another OS in the second partition. Something similar happened to me when I bricked my PlayBook with 10.0.10 and got every single other OS version blacklisted -- it ended up reverting itself to 10.0.4. Once 10.0.4 booted, it overwrote the blocklist.

Your first screenshot was a full one, nothing cut off. Why is this one cut off?
Not that you are obliged to do anything but since you posted about something weird happening, it suffice enough to say that you back it up with a significant proof.
PS-don't take this the wrong way.

This is a vzw phone so it would have had to revert to the leak I had loaded prior to 10.3.2. Over the air for me hasn't shown up past 10.2.1

On Verizon here, but I have the Classic, so 10.3.2.840 did show up OTA. I used BB Link instead.
Thinking the upgrade never actually took, rather than reverted. Old Z30 took 840 Blitz just fine.

Said 10.3.2 in the os version after I installed it. I really don't know what happened. I'm just going to wait till verizon pushes it officially. I'm fine what I'm running for now

Are you on Verizon also? If not, what OS were you running and what carrier are you using. I find this interesting.

I'm on Digicel Bermuda 10.3.1.1779 and I always use an autoloader to update my os and for sure I was running 10.3.2 I don't understand what happened the apps that I have installed that run on 10.3.2 and above still work (I think Snap in one of them)

I'm having an incredibly hard time believing this. The blacklist would have prevented the downgrade; through autoloader, link or OTA.

I suspect that neither of you were actually on 10.3.2; and a picture of the about screen showing 10.3.1 doesn't prove a downgrade. As condescending as it may sound, I assure I mean no disrespect.

Believe what you want. I know what I installed and the autoloader that I used that is still on my computer. I can assure you that I'm not a liar and I'm not stupid. If the upgrade didn't take, fine, but the phone showing an os of 10.3.2 indicated that it did. I didn't post this for attention, didn't post it just to stir things up and I didn't post it to get called a liar. Apparently it's a very rare occurrence. Let's leave it at that and I will wait for the official release.

Blacklist in special partition is for bootloader/updater. It's block BBLink + Autoloader.
But with OTA anything is posible. Include to rewrite blacklist.

Let me correct you. An OTA update will only ever UPDATE a device to a later version, it will NOT downgrade a device to an earlier version; ever.

I wonder whether this is the catch, i.e. an OTA installer has a record of the most recent carrier update and when a new version appears on the server, it checks against that information. This could explain why people on newer leaked versions sometimes get small ~19MB updates from the carrier even though they already have a newer leak installed.

Just guessing, mind, but what if, in this case, the last carrier update was 10.3.1.1448. The OP installed it as an autoloader so when it appeared on the carrier OTA server, nothing happened because the carrier was told:
    - Carrier info: (rogers)
    - Current OS is: 10.3.1.1448 (rogers) (listed on latest official list)
    - Carrier OS: 10.3.1.1448 (verizon) (mismatched Carrier info. send ~19MB update)
    - No OS update

The OP then installed 10.3.2.440 (BETA). The last carrier update still showed 10.3.1.1448 so...
    - Carrier info: 10.3.1.1448 (verizon)
    - Current OS is: 10.3.2.440 (BETA) (not listed on latest official list)
    - Carrier OS: 10.3.1.2582 (verizon) (OS version is not on latest official list + old carrier info)
    - Update the OS

What if the OP had reinstalled 10.3.2.798? Verizon is now pushing 556 and some people on 798 are receiving a ~700MB update.
    - Carrier info: 10.3.1.2582 (verizon)
    - Current OS is: 10.3.2.798 (BETA) (not listed on latest official list)
    - Carrier OS: 10.3.2.556 (verizon) (OS version is not on latest official list + old carrier info)
    - Update the OS

My guess is that if the user installs a newer official OS, they will only get the tiny update but if they install a newer BETA, they will get updated to the latest official OS.

If your theory is correct, and I don't think it is, then a list of official versions would probably be the pctrb list which has 2252 as the newest certified version.
