After a few days with Z30STA100-5/10.3.0.296... I decided that empty home screen is useless, and it adds one more action / swipe before I can start using any app I want :'(

Michael Clewley stated there would be an option to disable this in his 10.3 previews.

Michael Clewley wrote on his channel that it you will have the option to disable it and that there will be more functionality then only a empty screen - e.g. widgets?!

    To Quote Michael

"To 'state the obvious' and a bit of 'tease' (remember SDK content only!)

    - Helping with consistency and not getting lost in the homescreen the running apps screen is now always there even if no apps are running. User control to disable coming.

    - The icon at the bottom has been changed to a home icon to help users get a sense of home.

Could there be more? Perhaps! :-)"

With this option it is absolutely no different than current active frame screen. They can't call it a home screen if there is no added features...there has to be more features to make it a "home" screen.

I've already seen screen shots that showed nothing, then some that added the time. Seems to be a work in progress yes?
