I am an AT&T STL100-3 user and I can confirm that hot spot is working on 10.2.0.1323. I would recommend that anyone who had issues should upgrade.

To complete my report here, the performance I found with various options:

    -Rogers LTE Vancouver, BC
-test using speedtest.net on a windows 7 notebook

    1. Mobile hotspot - 13Mbps download/15Mbps upload, best performance
    2. USB tethering - 13Mbps download/13Mbps upload, similar performance to hotspot, I think will save some battery, but need a wire
    3. Bluetooth tethering - 1Mbps download/1.3 Mbps upload, disappointing performance, no wires, best battery
Further updates, with 10.2.0.1791 official update, the Hotspot timeout issue is fixed. So I can have continuous connection without being limited to the length of time set in the inactivity timeout, as long as my inactive period is lower than the inactivity timeout.
