It's not a leak, it's a Beta OS and as such covered by the usual NDA so we can't or rather shouldn't comment on it outside the beta Program.

But, it's already been certified for North American GSM carriers per the PTCRB, and listed on their site (actual OS being 10.3.2.2639).

They've never been certified just as the beta goes out. It's usually months if the beta is ever certified. I know 680 was actually certified, but that was much later

    So, what's up with that?

That may well be so, but to date, it is only available via the Beta Program so the NDA applies to those who have it from that source.

If they knew what it meant would they abide by it anyway ???

Just in case, it means NON DISCLOSURE AGREEMENT. All Beta testers have to agree to it.

It's obviously just some patch changes to the runtime
With the current trend, perhaps they're going to finally introduce GPS onto the runtime when the Venice is finally released. But I honestly wouldn't hold my breath

At least this kills some rumors that 10.3.3 wouldn't even make it
