This isn't a fix for the missing Flash in 10.3.1.xxxx but using Android version of Flash and browser that supports it.

I personally found UC Browser to be the best VS Dolphin and FF - speed, stability, functionality.

You can download it from your app store of choice or from this link:
    Zippyshare.com - com.UCMobile.intl-1.apk

Once you install the UC Browser and go to a page that requires Flash (you might have to click on it), the Browser will ask you if you want to download the Adobe Flash plug in - download, Install and enjoy. It might not be perfect but it's an option.

Here is also a link to the Flash .Apk only in case you want to try with different (supported) browser:
    Zippyshare.com - adbfs10_V11.1.115.81_Android_pf145_(zh-cn)_release_(Build14021112).apk

How To Get Adobe Flash Support-img_20141019_070947.png

This was mentioned several times in different posts but ppl keep asking for it so I thought a topic is needed. Don't claim that I was the first one with this idea.
