This is exactly what fix my problem with Android Runtime on my Q10 with 10.3.

    Steps:

1.) I have a good backup from 10.2.2.1531 from a week ago, just before trying 10.3

2.) Install 10.3.0.1052 from autoloader q10510.3.0.1052OS.exe directly, no wipe at all. It's not necessary.
    Download from topic

3.) Restart & configure basics settings (BB ID & Network)

4.) Partially Restore from BB Link unchecking Blackberry Runtime only *** very important
    Everything except Blackberry Runtime.

5.) Uninstalling suspicious or unnecesary android apps (I don't know if this is the problem)
Or android apps that might run in the background as a service.
    - Facebook Messenger android APK (I bet for this) ***
    - Weather Channel android APK
    - Some other APKs from other repositories, not from Google.

    6.) Install with Sachesi OS 10.3.0.1130 & Android 10.3.0.168 simultaneously & Snap:
    - Snap-2_0_0_2.bar link
    - sys.android.shell-10.3.0.168.bar extract from topic
    - sys.android-10.3.0.168.bar extract from topic
    - com.qnx.coreos.qcfm.os.qc8960.factory_sfi-10.3.0.1130-nto+armle-v7+signed.bar extract from topic

    7.) Restart device

8.) Install with Snap a very simple and small APK like DeviceID
After a few minutes, Android Runtime initiates succesfully & everything is working now.

9.) Update Radio with Sachesi to 10.3.0.1131 for Q10. Because I didn't find a working file/link before but I'm thinking that updating Radio on step 6 will be fine too. Download from topic or link

Android Apps seems to work faster & better!!!

    I believe this is wrong!!!
Some people reports issues upgrading non destructive from 10.2.. or lowers versions.
I suggest non destructive only if you already has 10.3 os version.

I found on 10.3 version that some BARs hasn't been upgraded, their dissappear and their has been replaced with other BARs with other manifest name. With non destructive you will have a chance of conflicting BARs with same functions but different name & version.
The good non destructive upgrade procedure with prior 10.3 version will be identify those BARs & remove them before upgrade.
I have a big problem using non destructive upgrade, even I lost comunication with sachesi or link with this method.
