I apologize if this has been asked before but I have 2 questions:

    1. Is there a beta OS that has the best chance of having the side-loaded android apps work? Or is the stability of the side-loaded apps strictly a function of the android runtime?
    2. Can I install the newer android runtime regardless of which os I have? (I have, and I want to run my mog app and an the npr app).

Sideloads are all dependent on the runtime...as long as you have 10.2.x.xxxx, all the newer (jellybean 4.2.2) runtimes would work on the OS.
Its up to you to choose which runtime you like.
Personally, I have OS and it's standard android runtime. It has the removable back bar and is locked, but only a few apps require a debug token. It is the most stable removable back bar Android Runtime out there with No data connection issues.
