    Does this happen with both the front and rear cameras?

    This kinda seems to be similar to images I just saw taken with defective imaging sensors long time ago.

    It could be some hardware issue that I do not know how to help with.

    Do a hard reset.

    Press and hold down the power button until you see the blue blackberry boot circle.
