Okay, I'm running 10.3.1.2243 and it's still happening! I deleted a Twitter client called Twittly right before the upgrade and I reinstalled Candid. I totally forgot about these annoying notification bugs. Blaq app used to give me the same problems but not anymore. I logged out of and deleted Candid, reinstalled Twittly just so i could login, logout and delete but zilch. Anyone with any luck cuz I'm trying not to reinstall this OS as it takes me hours to do so.

Sorry Boss, but the only thing I found that worked was wiping the system and starting from scratch. My advice, when you get a clean profile back it up so you don't have to rebuild from scratch again. Now I try to back up semi regularly so if I get a wonky app I can wipe the phone and reinstall the "good" profile.
