On ebay there are thermal cameras that plug into an andoid mini usb and show thermal images. They say port needs to be power on the go. Anyone have an idea or used one?

You would likely need a Passport at best, it supports OTG and 10.3 enhances Android support for devices. However it isn't supported, so shouldn't be recommended.
Anything newer than the z30 supports OTG, and 10.3.1 will bring an improved android player to all these devices.
Although it's made for a different platform, you wont know if it works until you try it.

FYI - A friend of mine has a Seek Thermal camera and Seek Thermal android app running on his Galaxy xxxx (not sure which model).
Anyway, I tried downloading the Seek Thermal app on my Z10 running 10.3.1.xxxx and it was a no go. The app wouldn't fully load.
I tried on Passport. The app would not work at first .......... but............ I just updated to 10.3.1.2558 and the app appears to work fine now. But, the Seek Thermal camera does not engage when plugged into the micro USB port. It makes the electronic beep when you plug and unplug the camera but, the camera will not function or at least is not engaging with the app/display. It is so close it is unreal. The app works, and the USB port senses the camera but the camera does not engage the app.
It's close but not quite working...............
