I have an unlocked blackberry z10 stl 100-3 on T-mobile with software version 10.3.2.440. I've downloaded the wifi calling app and the option to turn it on is grayed out. How can I get this feature working?

You can't. WFC is allowed by OS build and phone model. You have the right phone model, but a wrong OS build. The only way 10.3.2.440 will work for WFC is if TMO approves it.
10.3.2.440 I think should allow you to downgrade though. So if WFC is an absolutely must-have, downgrade to the last TMO official build (a 10.2.1,) or one of the 10.3.0 leaks that allows for WFC (because it was internally green lit.)
As per KB35032 on BlackBerry Knowledge Base, WFC is not supported on 10.3.X

Yes, there was a lengthy thread about that 10.3, and it seems it did allow WFC. Search around on the t-mo forum.

Get your important people on what's app and you will like it better. The wifi on z10 t-mobile sucks. Calls usually drops texting is ok.

Not my experience and been using wifi-calling for years. It's just like calling, do not need to have others on the app, call land lines etc. I have carried out long conference calls from overseas back to the states without issue, and without charge. Added plus is, when in a wifi environment, you can shut off your cell radio and the savings in battery life is very noticeable.
