Why does developer mode remain active although it is disabled?

Today i activated the developer mode on my Q10 to try out to edit the hosts file. After i noticed that this files's access is read only i disabled the developer mode in device settings and restarted it. However, i continuously get asked to type the device password. I cannot find where this step is configured to remain active and need to turn it off again like it was before.

Can you tell me where, please?

Settings > Security and Privacy > Device Password

Development mode requires a device password, but it doesn't disable the password if development mode is disabled. If you don't want a device password, you must disable that as well (or disable the password first, which disables development mode at the same time).
