There's a thread around here that explains it more in depth, but the nutshell explanation is that it's running through hardware security checks, then software, then it loads.
Well since you didn't specify which phone you use I'm gonna assume you use BB10.
It's rumoured that there are security checks undertaken when the device boots to prise out any unwanted tampering.
The new OS 10.3.1 boots almost twice as faster than 10.2.1, and it shows what it is doing while loading.
