Why can't I update my Passport to the latest BB OS 10.3.2?

My Passport is currently running 10.3.1.1779 but when I try to update to a new OS via the "software updates/check for updates" on the handset it says I have the latest software. The same thing happens if I try to update via BB link. 10.3.1 is clearly NOT the latest OS. I purchased my phone offline so it's not linked to any carrier. Please help!!!!!

You should just install it yourself using an autoloader or via Sachesi. Most devices have already received the update. If your device hasn't, time to take matters into your own hands.

Because BlackBerry can't get its **** together enough to push the update out globally.

Even in North America--a region where the update is supposed to have been pushed out to all unbranded phones--some such phones have fallen through the cracks, for no good reason.
