Why can't I install Q10 link on Window 8.1?

I cant install q10 link on windows. So after installing it directly from the internet without connecting my phone, it doesn't connect with my q10.

I tried uninstalling it from programs and features but cant fine it anywhere there. Yet it shows the shortcut icon on my desk.

Then uninstall ALL BlackBerry software from the PC. And use cleaning tools like CCleaner to clean the registry and caches too.

After that, reboot the computer.

Then plug the Q10 to a USB 2.0 port and let it install drivers and software.

Should be fine from there.
