Why can't I install Cobalt232's Google Play Services? :(

I there I have been trying to install Cobalt232's Google Play Services :) I have successfully installed Cobalt232's Google Account Manager, Blackberry Google ID and finely Google Play Games with out any errors but I can't install Google Play Services any help is greatly appreciated :D BTW I am trying to do this on a BlackBerry 10 Q5 running 10.2.1.2192 thx :) - Alex

Well Cobalt does mention 10.3 in his writeup... anyway you can update your very old OS?
