Is your device carrier-locked?
Try removing your SIM and rebooting into Offline mode, then use Link or Wi-fi.
Hi I have the same problem stuck on 10.3.2.xxxx rang my carrier, data wipe, link everything... in the end I rang Blackberry and they said they had suspended the download as it could cause and issue and they are working on resolving currently, then it will be available again.
I have a Leap as well and wiped that about a month ago, when I reloaded it had the 10.3.3 OS downloaded, so it cannot be my carrier and both phones where unlocked and bought via BBStore, so this makes sense...
