With the new rules in place for carriers as of today can someone clarify if I can contact TELUS and get my passport unlocked? Or does the rule only apply to new phone purchases?

Possibly maybe probably should ask your carrier..
The CRTC makes the rules. Here's what they say:
Unlocked cellphones
You can have your cellphone unlocked after 90 days, or immediately if you paid for the device in full.

The way I understand it is if you want your phone unlocked after Dec.1 contact your carrier and they will give you instructions on how to unlock your device (no charge) .

I got one of my phones unlocked y'day from Freedom. Pay attention tho - the wait times are gigantic over the phone. It seems the entire Canada is on phone trying to unlock theirs.
Yep, it worked. Just got two Blackberrys unlocked from Rogers.

You can unlock your device through Freedom without waiting by using their 'My Account' Android (works on BB10 too) and iOS apps, or at least the latest version of it anyway. All devices sold through Freedom from this point on will be sold unlocked.
just called Bell for my phone, and it only took 5 minutes on hold and then she locked for my IMEI number
turns out because it was a refurb from BB Mobile, that Bell Mobility doesn't own that phone so they can't unlock it
Unless it came unlocked from BB mobile... how to verify if locked or unlocked without a Sim card?
Waited over an hour with Bell!! Had to hang up. Brutal...

They did it for you or did they just give you a code? Sasktel just gave me a code and basically I have to pop in a sim from another Carrier to unlock it myself.
They gave me the unlock codes after I submitted the IMEI numbers. I entered them in their respective phones and they worked.

Not true. They (Bell) has to contact BlackBerry for the unlock code. If Bell sold it to you...they have to provide the code.
Just to add to that...if you had a refurb from BlackBerry Mobile sent to you early enough after the release...throw a sim card in from another carrier. I'm betting it's factory unlocked already
Yeah, I have an old wind mobile Sim, that has long expired.
As soon as I put it in, it did try to scan networks and it showed freedom mobile APN
Does that mean it is unlocked from the factory?
I'm guessing it is. I have the same with a refurb from Rogers in June. Slipped in a Bell Sim. The only way to confirm to sure is to borrow a friend's SIM on another network.
But if I'm a betting man...its unlocked. It should have popped up the message to enter your unlock code as soon as you put in the sim from Wind!

What kind of phones and how did you enter them in? The KEYone required popping in another Carrier sim.
I'm going to check my father-in-law's sim tonight .
But when I put in a Bell SIM I get the following under select a network. This was suppose to be locked to Rogers. My guess is they were reset when they went in for whatever they were being serviced for. Shipped out as refurbished. But still were carrier locked at one point, as the security patches on this device is still sent via Rogers which is why I still don't have the November security patch on this device
I got the exact same screen when I put the expired Wind Mobile Sim in.
So we're able to use the phone with the Bell sim?
My problem is that I don't know if it was usable due to the sim being 2 years without service.
I don't have anyone nearby that I can try it with.
My friend has wind. Headed to this place this evening
I had a Passport and Z30 that I unlocked. Entered the codes and both were unlocked.

Just put a wind sim in. It is unlocked . There is winds crappy network
