    If the device is fully paid off (by the first buyer,) then you can try requesting a code from AT&T. They unlock such phones for free, but I'm not sure what sort of hoops they make second owners jump through--if any--to get the code. Anyway, check the website out and see if it's something that you can do yourself, or if possible, ask the seller to do for you.

    There are also third party unlocking options, but those cost money, of course.
