The Titan Pocket LED is activated by a standard Android notification that appears on the pull-down notification tray. Have you checked that your Signal app is configured to do this? If it doesn't, the LED won't be triggered.

Also I found when it is on the default white setting nothing would happen, I changed the color and it was fine. Switching it back to white also worked...
