I have installed GOOGLE ACCOUNT MANAGER: ESSENTIAL, BLACKBERRY GOOGLE ID: ESSENTIAL, Google Play Services 8.4.89 build 3 [Released on January 1, 2016] and Play Store by Download Google Play Store 6.0.0 build 1. Then I have downloaded hangouts from Play Store. But when I am trying to open "hangouts" it is showing "Hangouts relies on Google Play services, which is not supported by your device. Contact the manufacturer for assistance". Do I need to install anything else?

Not entirely certain. But you may need to patch Google Hangouts to remove that dependency.

Delete the hangout apk from your phone and patch a new one with Cobalt's GMAPS patcher.

Then install the patched version.

I have patched hangouts with Cobalt's GMAPS patcher and tried. When tried to install patched version error says "this app cannot install". Anybody got a link for patched version of 'hangouts' which works with Q10 (OS 10.3).

Reboot device after uninstall in the apps from your preferred download fokder
Reinstall patched app.
Reboot phone
See what happens???

Keep trying. I can confirm that the GMAPS patched version works.

You may need to have Cobalt's Google white list installed also and you should remove all forms of the apk and start from scratch.

Ensure that original apk is removed from device prior to installing patched version.

Reboot before and after install.
