Well, is it a GSM or CDMA Classic? If it's CDMA, you're probably out of luck. All the CDMA 'carriers' are just Verizon MVNO's and largely bound to Verizon's policies about activating older CDMA devices.

Verizon can still activate a CDMA Classic - I'm typing on one right now. But whether they will.... you may have to try a few different store sales managers, or call them and insist on talking with someone from at least Tier 2. It CAN be done if you have a CDMA device (especially if it was bought from Verizon originally and has a Verizon logo on it), but finding someone willing to do it may take some time.

If your BB10 device is GSM (locked or unlocked), it won't run on Verizon at all.
