That's a good question, I personally don't know if these exist anymore. I do know that most carriers can disable data on a specific phone despite the fact it might be included in the plan that you have with them.
Meaning you can probably add a line with your current provider and have them turn off the data. This might work for you.

There are a few. One that immediately comes to mind is T-Mobile prepaid. They have a $35/month plan that's unlimited talk and text: Prepaid Phone Plans | Best Prepaid Cell Phone Plans | T-Mobile. You can get SIM and airtime at Walmart, Best Buy, Target, etc.
Another TMO-network using option is Univision Mobile. $30 for unlimited talk and text: https://en.univisionmobile.com/compa...res-prepagados. I think I've seen their SIM cards and service options in Walmart.
Since you have a older BBOS device, the kid may not get any internet unless a BIS plan is on the phone. In that case, another carrier to look at may be Ultra Mobile. $20/month gets the same unlimited talk and text as TMO, but also 100MB data. SIM cards are $1 on eBay, and service I think you would have to buy online: Ultra Mobile
On the AT&T end, IDK of too many services that are unlimited talk and text. There's Consumer Cellular that's targeted towards the elderly, but they have limited minutes and texts, and oddly enough, they bundle texts and data: https://www.consumercellular.com/
If it's just basic call and text, LeFrenchMobile would be a good one. Their credit validity is unlimited and the signal is awesome.
Top up is also easy and you'll be notified once you're about to run out of credit
