Rogers keyone won't update to ABY 299

I have two BBB100-1 phones.
Both phones are relatively the same as far as apps installed etc

One updated to ABY299.
The one that is not updating has ABP819 running and doesn't seem to be able to see that there is an update available.

I thought I remembered seeing somewhere that there can be an issue with google playstore creating this issue, but I'm not sure where I read that.

I would hate to have to do a factory reset just to update even thought everything is backed up.

Any help is appreciated.
