Retrieve iOS app Lisence (VPP)

We have a customer that ordered a paid app & 2 iPADS (x1 Air & x1 Pro) by mistake
Before we found out that they ordered 2 iPads we purchased the app on the VPP store and installed it on the iPAD pro.
To which they then told us that they dont want the pro they want the air.
The issue i have now is, i have installed the paid app on the Pro which has taken up the app lisence.
If i wipe the iPAD using UEM will that retrieve the app lisence so it become available for me again to use so i can install it on the iPAD that they want?
