Welcome to CrackBerry. It is not possible to change the software mapping of the keys. Changing the language will not affect it either.
It would be not be a good idea for you to buy a quertz phone.

Go to Settings.
Language and Input
Input Languages
press the Globe icon at bottom of screen
choose Portugu�s
It will appear in your selected languages
Press on Portugu�s
You can then choose your default keyboard..be it QWERTZ or otherwise.

This is primarily for VKB. Obviously one can't easily modify a PKB but the ability to change from QWERTY to QWERTZ to AZERTY it's integrated into all BB10 devices. I utilize it on my Z30 and PP.
