Hi! I have a Q10, I have never had that kind of problems, but actually I use HUB++ Led, and that app let you customize the ringtones and even the leds.
I mean, if you don't find a real answer to your problem, this will be an alternative.

Thanks for the info. I might try it if I don't get help. Don't mind spending money on an app but there seem to be a lot of negative reviews.

Yeah I have this issue too. I am currently in the process of testing when/how it happens and I am also testing alternatives.
The theoretical explanation is that only local contacts keep the settings.
When do you loose them? Randomly? After reboot?
Also, are you using any LED customization or Notifications customization app? Like HUB+, Power Tools, LED+ etc.
I was trying to find a cause/pattern/ reason why this is happening. I haven't found one. I'm not using any apps for notifications or LED changes. I have used some ringtones from Zedge. No t seeing a pattern there though either

This is happening to me, too. I have a BB Classic--brand new. 10.3.1.747
But it only happens to ONE contact, the one person I most want to have a custom ringtone. The other custom notifications/ringtones that I've set are working fine. And after I set his custom text/email notification, the first couple of messages DID use the custom tone, but then spontaneously, it went to default and it's been there ever since-- but just on this one contact. His phone call ringtone HAS kept the custom ringtone. It's the text/email one (I have both set to the same tone) that has reverted to default. I haven't done any updates recently.
(1) When any of you are saying it 'reverts to default', do you mean it plays the default tone instead of the custom tone or that the setting for that contact changes from the tone you chose to the default tone?
(2) Do any of you have the profile tone set to any thing other than the default? I.e. under the "Normal Profile" have you chosen a custom tone for text messages?
I troubleshot the problem until I found it was tied to a specific contact and not to a sound file or a specific type of alert. Further it was just tied to their text alerts and not other custom alerts.
Try these possibilities:
(1) Find the conversation and use the 'trash' icon to delete all previous messages.
(2) Check their name (mine had an apostrophe in their last name) - edit it to spell it without the punctuation.
(3) Do a hard reboot of your phone
Then have your contact text you to see if the custom notification works.
Do the above one at a time alone, then try combinations, stopping to test with your contact after each experiment (yes this takes a contact with some patience for your repeated, "OK, please text me back" requests.)
I had success after trying a mix of the above (I'm not sure which triggered the success as I had tried all of them at that point). I'm not sure if it is permanent, but a couple of texts played the correct custom tone.
Good luck, take notes, and report back your successes and failures.
