    Sounds like you have an issue with the hardware.... antenna maybe.

    I'd use an autoloader to reinstall the OS, to make sure it's not a software issue.
    Try a different SIM card to rule out it's not an provisioning issue.
    I'd contact Verizon as well to see if they can help.

    Next it's open the phone and check the connection from the motherboard to the antenna in the rear housing.
