    Two ways. Install Ad blocker paid version for a better over all ad block experience. Or install firefox & add about 4 or 5 extensions to block ads for free, although some keep popping up rarely.

    For now you can delete cache/history/cookies from your chrome & use SD maid paid version to get a refined android experience.

    Seems some malware is forcing its way through to show pop ups after browser minimise. Hope you aren't using the malware app called Cheetah browser.

    Ads and pop ups are not sent to your phone merely because it is an Android. They are being sent because you probably downloaded apps or games from Google Play or other app stores.

    This is not an android or browser issue. You likely downloaded something that is causing popups. Either find the App causing it or clear cache on device and also clear all browser history and see it that helps

    You could also use a third-party browser like Firefox, which supports uBlock Origin in Android. All of my Android devices are using it, along with my PC's.

    Again though, ads popping up are not a browser issues for the most part especially when browser is closed. The OP likely downloaded an App that is doing that.

    My guess is they come from an app you installed. Best solution I know is to review the apps you installed or were updated around the time the started to appear and delete apps until the ads go away.
